সমকালীন রাজনীতিতে গণমাধ্যম বা প্রচারমাধ্যমের ভূমিকা এই প্রশ্ন করতে আমাদের বাধ্য করে যে ঠিক কী জাতীয় বিশ্বে ও কোন্ ধরনের সমাজে আমরা বাস করতে চাই? বিশেষ করে, গণতন্ত্রের ঠিক কোন্ অর্থে আমরা চাই যে এ সমাজ গণতান্ত্রিক হয়ে উঠুক। গণতন্ত্রের দুটি ভিন্ন ধারণা পরস্পরের বিপরীতে স্থাপন করে আমি এই আলোচনা শুরু করতে চাই।

গণতন্ত্রের একটি ধারণায় দেখা যায় যে গণতান্ত্রিক সমাজ মানে এমন এক সমাজ, যেখানে নিজেদের যাবতীয় বিষয়-আশয়ের ব্যবস্থাপনায় অর্থপূর্ণ ভাবে অংশ নেওয়ার উপায় সাধারণ মানুষের আছে। পাশাপাশি সেখানে সংবাদ কিংবা তথ্যের মাধ্যম খোলামেলা ও স্বাধীন। অভিধান দেখলে গণতন্ত্র শব্দটার এ জাতীয় একটা সংজ্ঞাই পাবেন।

গণতন্ত্রের বিকল্প এক ধারণায় দেখছি যে, নিজেদের নানাবিধ বিষয়- আশয়ের ব্যবস্থাপনা থেকে সাধারণ মানুষকে অবশ্যই সরিয়ে রাখতে হবে এবং সংবাদ-মাধ্যমকে অবশ্যই কঠোর ও সংকীর্ণ ভাবে নিয়ন্ত্রণ করতে হবে।

গণতন্ত্রের এ ধারণা শুনে একটু অদ্ভুত লাগতে পারে, কিন্তু এটাই যে প্রচলিত ধারণা, এ কথাটা এখানে বোঝা দরকার। বাস্তবে বহু দিন ধরে এ ধারণা শুধু প্রয়োগে নয়, রয়েছে তত্ত্বেও। এর দীর্ঘ ইতিহাস শুরু হয়েছে সেই সতেরো শতকে ইংল্যান্ডে প্রথম আধুনিক গণতান্ত্রিক বিপ্লবের সময় থেকে, যেখানে এই দৃষ্টিকোণই বহুলাংশে প্রকাশিত। আমি আপাতত আধুনিক যুগের মধ্যেই সীমাবদ্ধ থাকব এবং বলব, কী ভাবে গণতন্ত্রের এই ধারণা গড়ে উঠেছে। সেই সঙ্গে এ কথাও বলব যে কেন এবং কী ভাবে গণমাধ্যম ও তথ্যহীনতার সমস্যা এই আলোচনায় প্রাসঙ্গিক হয়ে উঠেছে।

In particular, in what sense of democracy we want this society to become democratic. I would like to begin this discussion by contrasting two different concepts of democracy.

A concept of democracy suggests that a democratic society is one in which ordinary people have the means to participate meaningfully in the management of their affairs. Besides, the media of news or information there is open and independent. If you look at the dictionary, you will find such a definition of the word democracy.

As an alternative to democracy, I see that the common people must be excluded from the management of their various affairs and the media must be strictly and narrowly controlled.

This idea of ​​democracy may sound a little strange, but it is the common idea, it is necessary to understand here. In fact, this idea has been in practice for many days, but also in theory. Its long history dates back to the time of the first modern democratic revolution in England in the seventeenth century, where this perspective was largely expressed. I will confine myself to the modern era and tell how this concept of democracy developed. I will also talk about why and how the issue of mass media and lack of information has become relevant in this discussion.
